Foreword to the annual–2000
The appearance of our annual publication “State of Russia in the Surrounding World” coincides with the International Day of Environmental Protection (June 5). This third issue includes articles and additional information regarding the most important and mainly Russian events that happened during the last year, which are related, however, to current actions of the world population towards the sustainable development.
On the fringe of the third millenium the people start to realize themselves as a united nation. The limited living space and natural resources can become the main reason for either the consolidation of mankind or bloody conflicts between countries. On the October 12, 1999, the 6th billion person of our planet was born. For less than 100 years the earth’s population increased in three times. In theory, the limit of anthropogenic load on our biosphere is reached already. The negative results of uncoordinated development in different countries can have the far-reaching consequences regardless of social, national or any other affiliation.
The era of uncoordinated and spontaneous development of mankind has come to an end. The future prosperity will be mainly determined by the sophisticated methods of management, mutual cooperation and interaction. The world is changing greatly even during the life of a single generation. The transformation of biosphere into noosphere, the term first proposed more than a half century ago by great Russian scientist and philosopher Vladimir Ivanovitch Vernadskii. The state of the noosphere is determined not by wish of people to live wisely, but by a totally new correlation of biological processes in biosphere, where the one species dominate all others. This creates the objective need to strengthen the rational control of utilization of natural resources, as a sole mechanism for mankind survival and security for future changes in our life.
Environmental issues have become crucial ones. The sustainable development of mankind is possible only within the “narrow” boundary of limitations, superimposed by the nature itself. The usual in the history of mankind spontaneous resolutions of local conflicts can now have global negative consequences for all people. The end of any resources, as well as the competition for them will increase the social tensions and lead to mass migrations of people. While calculating economic strategies, the knowledge of element circulation in biosphere is now required, to prevent deterioration of climate and environmental pollution by “unrecyclable in biosphere” wastes. The stability of international relationships is the necessary condition for the decrease of anthropogenic load on biosphere.
People learn to live according to new realities of total mutual dependence. “Environmental imperative” directly or indirectly forces countries to be united and to obey the jointly found solutions. The new standards and rules are developed, international conventions are being affirmed, and global monitoring of the environment is being done. The economic unification of European countries is happening also. At the same time, the real subdivision of the world is a fact too. The rules in the world are changing not only according to hopes of the best part of mankind, but also follow the selfish interests of particular countries and groups.
Development of the world community is full of controversies, and Russia understands these controversies very well. Russia tried to influence the events in Yugoslavia, which we have good relationships with, where the internal ethnic conflict of the inhabitants of Kosovo with Serbs grew into military confrontation. However, nothing could be done against NATO, that forced Serbs to obey its orders. Thus, the world was informed about the changes in rules, where the destiny of an independent state can be defined by a group of more powerful countries, which are not even an Organization of the United Nations. Who is responsible for such decisions? This is the question that starts to disturb more and more educated people. International corporations - more restricted elite circle of global financial-ideological groups, to be more precise, gain an influence previously not even heard of after the transformation of two-pole world into a one-pole world.
The academician N.N. Moiseev – one of the modern great thinkers, and the person actively involved in the creation of our annual publication, has already warned about that. In his scientific works Nikita Nikolaevitch went from investigations of the ballistic of bodies, filled with liquid, to being genuine proponent of peace and prosperity of mankind. He passed away on February 29, 2000. Till his last days this great man tried to help those, who strive to find answers to complicated problems of the modern world. He foresaw the key to solving problems in Russia as keen understanding of controversial trends in the modern development of humankind.
